NOTICE OF PUBLIC HEARING

Revenue Bonds
(Hynes LSU New Orleans Charter School Project)
NOTICE IS HEREBY GIVEN that the Louisiana Public Facilities Authority (the “Authority”) will hold a public hearing on August 10, 2026, at eleven o’clock (11:00) a.m. at the offices of the Authority, at 2237 South Acadian Thruway, Suite 650, Baton Rouge, Louisiana, 70808, with respect to the captioned revenue bonds (the “Bonds”). The Bonds are proposed to be issued by the Authority in one or more series pursuant to a plan of finance in an aggregate face amount not to exceed $40,000,000, and the proceeds of the Bonds are to be loaned by the Authority to Friends of Hynes (the “Borrower”), a Louisiana non-profit corporation and an organization described in Section 501(c)(3) of the Internal Revenue Code of 1986, as amended (the “Code”), for the purposes of (i) refinancing the outstanding indebtedness of the Borrower associated with the construction, renovation and furnishing of certain facilities (the “Existing Facilities”) for Hynes LSU New Orleans Charter School, a kindergarten through eighth grade, tuition free, public charter school in New Orleans, Louisiana (the “School”), (ii) paying costs for the design, construction, and equipping of additional facilities (the “Additional Facilities” and together with the Existing Facilities, the “Facilities”) for the School (together with (i), the “Project”), (iii) funding one or more reserve funds, if necessary, and (iv) paying the costs of issuance of the Bonds. The exclusive owner of the Project will be the Borrower, which is lessee under the Contract of Lease, dated as of October 26, 2021 (the “Ground Lease”) between the Borrower and the Board of Supervisors of the Louisiana State University and Agricultural and Mechanical College (the “Ground Lessor”) as lessor and successor in interest to the Board of Supervisors of the University of Louisiana System, for the land on which the Existing Facilities are located (the “Existing Land”) and which Ground Lease will be amended in order to add the land on which the Additional Facilities will be located (the “Additional Land” and together with the Existing Land, the “Land”). The Land will be leased by the Borrower and subleased to Hynes Charter School Corporation, a Louisiana nonprofit corporation (the “Operator”), described in Section 501(c)(3) of the Code, who operates the School, and the Facilities will be owned by the Borrower and leased to the Operator pursuant to an amendment or amendment and restatement of the Commercial Lease Agreement dated as of February 7, 2023 (the “Facilities Lease and Ground Sublease Agreement”) between the Borrower and the Operator. The Project is located at 1901 Leon C. Simon Drive, New Orleans, Louisiana 70122, 6400 St. Anthony, New Orleans, Louisiana 70122 and property contiguous thereto.
The Authority shall conduct the public hearing for the purpose of receiving comments on and hearing any objections (verbal or written) to the proposed issuance of the Bonds and the associated plan of finance. All interested parties are invited to attend such public hearing to express their views.
Persons who intend to appear at the hearing and express their view are invited to contact Ms. Patricia A. Dubroc, President and Chief Executive Officer of the Authority, at the Authority’s offices, either in writing or by telephone (225) 923-0020, in advance of the hearing. Any interested persons unable to attend the hearing may submit their views in writing to Ms. Patricia A. Dubroc prior to the date scheduled for the hearing. The location and time of the hearing may be changed or an additional hearing will be scheduled if requested to do so in written requests submitted to Ms. Patricia A. Dubroc prior to the aforementioned date of the hearing by a significant number of interested persons.
The Bonds will be secured solely by payments made by the Borrower, will not be payable from any other revenue of the Authority or the State of Louisiana, and will not constitute an indebtedness of the Authority or the State of Louisiana, within the meaning of any constitutional or statutory limitation of indebtedness.
This notice is published and the aforementioned public hearing is to be held in satisfaction of the requirements of Section 147(f) of the Code, regarding the public approval prerequisite to the exclusion from gross income for federal income tax purposes of the interest on the Bonds.
